Full-depth reclamation (FDR) is a reconstruction method that recycles the existing pavement and base materials to create a strong new foundation for the road. Its used for roadways with significant structural issues. Resurfacing, on the other hand, adds a new layer of asphalt over existing pavement to improve surface conditions and extend pavement lifetypically used when the road is still structurally sound.
