Willoughby Farms Subdivision Rehabilitation Section 3

Project Overview
The Village of Algonquin plans to begin the Willoughby Farms Subdivision Rehabilitation – Section 3 project in Spring 2026, with anticipated completion by Fall 2026. The project focuses on roadway rehabilitation and base stabilization along the through streets and resurfacing in the cul-de-sacs, pedestrian accessibility improvements, water system reliability upgrades, and drainage enhancements to extend the service life of existing infrastructure within the subdivision.
Why this Project is Needed
The roads in this section of the Willoughby Farms subdivision are approaching 30 years old and show signs of surface deterioration. This project will stabilize the existing roadway base, replace the asphalt surface, and address sidewalks, drainage, and water infrastructure to improve long-term performance, accessibility, and reliability while minimizing the need for future underground work.
Scope of Work
Major components of the project include:
- Roadway Rehabilitation
- Replacement of the asphalt roadway surface to improve ride quality
- Stabilization of the existing stone base to extend roadway life
- Pedestrian and ADA Improvements
- Upgrades to existing sidewalks, curb ramps, and curbs to meet current ADA standards
- Water System Improvements
- Water main looping along Notting Hill Road to improve system reliability and redundancy
- Drainage and Environmental Enhancements
- Drainage improvements to improve stormwater performance
- Environmental enhancements within the project limits
Anticipated Timeline
May 12: Construction notices provided to residents
May 18-May 31: Set up traffic control, mobilization of equipment and materials for underground work
June 1-Sept 5: Underground work (i.e., storm sewer, water main, CIPP sewer lining)
June 20- August 20: Concrete work (curb and gutter, sidewalk, aprons)
July 15th-Sept 15th Roadway work (milling existing pavement, base stabilization with cement, paving HMA Binder and Surface)
Sept 16th- Oct 2: Pavement markings, landscaping, and miscellaneous initial punch list items
*This schedule is subject to change based on weather, utility coordination, and field conditions.
Impact During Construction
Construction will occur within the Willoughby Farms subdivision north of Longmeadow Parkway to Notting Hill Road and east of Sleepy Hollow Road. Residents should anticipate temporary lane closures, construction noise, and possible driveway access limitations during active work. Advance notification will be provided when construction activities affect access or utilities.
