Willoughby Farms Section 2 Subdivision Project
Project Overview
The Willoughby Farms Section 2 Subdivision Project includes comprehensive roadway rehabilitation, resurfacing, curb and sidewalk repairs, storm sewer improvements, water system upgrades, and pedestrian and ADA enhancements. The project is designed to extend the life of existing infrastructure while improving safety, reliability, and accessibility throughout the neighborhood.
Why this Project is Needed
Roadways and underground infrastructure within Willoughby Farms Section 2 have deteriorated over time. This project addresses pavement condition, drainage performance, water system reliability, and pedestrian accessibility to improve long-term durability, reduce future maintenance needs, and enhance safety for residents, pedestrians, and vehicles.
Scope of Work
Major components of the project include:
- Roadway Rehabilitation
- Full-Depth Reclamation (FDR) to reconstruct the roadway base using recycled existing materials stabilized with cement
- Asphalt pavement resurfacing on subdivision courts and cul-de-sacs to provide a smooth, durable driving surface
- Water Reliability Improvements
- Installation of three new fire hydrants to meet updated Fire Code coverage requirements
- Replacement of several hydrants in poor condition
- Installation of three new water valves to improve system reliability and reduce impacts during future water shutdowns
- Replacement of damaged water service valves
- Storm Sewer Improvements
- Televised inspection of the existing storm sewer system prior to construction
- Replacement or lining of damaged storm sewer to extend system service life
- Sidewalk and Curb Improvements
- Removal and replacement of damaged or non-compliant sidewalk and curb sections
- Spot curb repairs throughout the project area to improve pedestrian safety and accessibility
Anticipated Timeline
Construction began in July and is ongoing. Major milestones include:
- July – Mid-August: Concrete sidewalk, curb, and driveway apron replacements (complete)
- Late July – Mid-September: Storm sewer installation and lining, fire hydrant installation, and water valve vault construction (complete)
- Mid-September – Late October: Pavement milling, base stabilization, and asphalt binder and surface installation (ongoing)
- October – November: Landscape restoration, pavement striping, and miscellaneous punch list work
This schedule is subject to change based on weather and field conditions.
Impact During Construction
Residents may experience temporary driveway access restrictions, construction noise, and short-term lane closures during active work. Some water system improvements may require temporary interruptions to water service. When required, residents will receive advance notice 24–48 hours before any shutdown, and service disruptions will generally last 4–6 hours.
