- Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
- Prepares the annual Public Works budget, in conjunction with the division superintendents.
- Administration of adopted budget in assigned division of responsibility.
- Coordinates the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts.
- Administers the public works department safety program and coordinates all training and for conformance to appropriate Federal, State, and Village Safety and security standards including trench/excavations, confined space entry, lock out tag out, personal protective equipment, fall protection. Also monitors work in progress and provides training when necessary.
- Oversees the development and update of the public works capital improvements plans including streets and water and sewer infrastructure needs.
- Administers the Department's Natural Areas Management Plan.
- Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.
- Serves as Public Works Computer Network Administrator; assists all Public Works Personnel in correcting computer related problems.
- Coordinates all public works project and engineering review as well as new development engineering reviews.
- Administers maintenance period and close out of all new residential subdivisions.
- Oversees all soil erosion and sediment control issues and inspections.
- Administers the Village's NPDES Phase 2 Stormwater Program.

- Monitor and manage all duties related to the construction of public infrastructure improvements in the Village of Algonquin corporate limits, including:

Project Management - Involves the review & approval of all infrastructure related pre-construction documents (plans, details, specification, agreements, etc..)

Construction Management - Involves the tasks associated with taking projects from paper to the real world. This includes the review of bidding, scheduling, inspecting, budgeting, and approving contractors for construction of the villages infrastructure.

Construction Inspection- Involves the act of inspecting infrastructure construction in the field for conformance to Village of Algonquin standards and plan conformance.

Construction Training - As the chief construction inspector I am also in charge of training all potential infrastructure inspectors on the policy and art of construction inspection

Specifications & Details (Author/Creator) - Each year the village reviews, alters, and adds specifications and details for construction. I am tasked with the creation and implementation of this documentation

Chief Plan Reviewer/ Plans Examiner (Infrastructure) - As a construction inspector and manager, I have the unique perspective of reviewing a plan set from a constructability stand point. This knowledge along with holding the position of specifications and details curator, gives me an overall perspective essential to being the chief plan reviewer for the public works department

Private Utility Permit Coordinator - Involves the review and approval of the private utility installations permits on all new developments, or work occurring in the Village of Algonquin rights of way. The private utilities include installations of power, gas, phone, & cable tv infrastructure. |

- Oversees the complex public works projects and capital improvement projects as they relate to water and sanitary sewer treatment, collection and distribution.

- Manages the maintenance and operation of Village utilities (water and sewer), utility buildings, and utility facility and buildings grounds.

Provides leadership and direction in the implementation of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations as well as coordinating department activities with other departments and agencies as necessary.

Assists in preparation of annual budget requests and assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

The Utilities operation has the responsibility to maintain the water distribution system (160 miles) and the sanitary sewer collection system (134 miles), as well as the Village's sanitary sewer lift stations (10). These efforts include water and sewer main repairs that are both emergency in nature and purely preventive maintenance.

This operation has also been assigned the responsibility for all JULIE (Joint Utility Locating Information for Excavators) locates. We currently perform approximately 550 JULIE locates per month. |

- Manages the maintenance and operation of Village's three water treatment facilities as well as booster stations, water storage facilities and ground water source water.

The Chief Water Operator is certified by the Illinois Environmental Protection Agency and is knowledgeable in various water treatment processes.

The Chief Water Operator is responsible for providing water for residential and commercial use, as well as for fire fighting capabilities. Water treatment process includes pressure filtration, softening, or membrane filtration. Average day usage is approximately 2 0/4 million gallons per day; however, summer demands may exceed 6 million gallons per day. All water samples are collected through this office and a summary of the results are listed in the annual consumer confidence report (CCR) that is sent to each residence.

Additional responsibilities include installation and maintenance of the water meter system and water meter data collection and customer service. |

- Manages the maintenance and operation of Village's wastewater treatment facility.

The Chief Wastewater Operator is certified by the Illinois Environmental Protection Agency and is knowledgeable in various wastewater treatment processes. This responsibility includes meeting the standards set by the Federal and State Environmental Agencies that regulate wastewater treatment operations.

Our Wastewater Treatment operation has the responsibility to treat 3 million gallons of sanitary sewer flow each day. With the completion of Phase 6 in 2008 the treatment capacity will increase to 5 MGD.

Other responsibilities include meeting the standards set by the Federal and State Environmental Agencies that regulate wastewater treatment operations.

Manages the hydraulic and organic loading of the wastewater facility and ensures the quality of the effluent meets is consistent to maintain the overall health of the Fox River. |
